In a decisive runoff election, hardline candidate José Antonio Kast has clinched the presidency in Chile.

A Clear-Cut Triumph

With over 99% of votes tallied, Kast won 58.17% of the ballots, beating leftist former minister Jeannette Jara, who earned 41.83%.

This signifies Kast's third presidency, having in the past been beaten by the current president, Gabriel Boric, in the 2021 second round.

Campaign Focused On Law and Order and Immigration

Known for his strong Catholic views and praise for the rule of dictator Augusto Pinochet, Kast's electoral bid was largely focused on promises to address increasing insecurity and drastically curb migration.

He consistently cited migrants, especially the approximately 330,000 undocumented individuals in Chile, for security issues. Throughout the campaign, he issued an stern warning for them to leave before the new term begins or face deportation.

His proposals featured controversial measures such as constructing camps, high walls, electric fences, and increasing the armed forces presence on the northernmost frontier.

Part of a Continental Trend

Many observers interpret Kast's victory as aligning with a larger conservative trend in the region, following recent political wins in nations like Ecuador, Bolivia, and Argentina.

However, other experts also view it as a continuation of the established rotation of power between left-wing and right administrations since Chile's establishment of democracy in 1990.

Governing Lacking a Clear Majority

In spite of his decisive electoral win, Kast will not hold an clear majority in the legislature, neither in the lower house nor the Senate, even if various rightwing parties are counted together.

This legislative reality may hinder his plans, including a pledge to cut public spending by $6 billion within 18 months—a plan for which he has not provided concrete steps.

"There are several questions about what a Kast presidency will operate that are uncertain because he has not said his methods for implement them," noted a political professor.

The analyst continued, "In terms of fiscal matters, it is very likely we will see adjustment measures common for the right. But where there is far less ambiguity is on public safety, because that has been his workhorse throughout the campaign."
